Degraded Soils Worsen Global Water Crisis

Pemex Urged to Create Monitoring Committee After Veracruz Oil Spills

Mexico, COATZINTLA (OOSKAnews Corre...) — Veracruz State Attorney General for the Environment Eduardo Aubry de Castro Palomino in early February urged state-run petroleum company Pemex to create a technical committee to analyze recent oil spills and monitor company activities in the future.

De Castro proposed that the committee be made up of members from the state and federal government.

Cayman Islands Enacts New Water Law

GEORGE TOWN, Cayman Islands (OOSKAnews Corre...) — The Cayman Islands on January 31 enacted its new law governing water resources.

The law allows regulatory agency and utility the Cayman Islands Water Authority to formulate, review and revise a water resources development plan for the islands. This had previously been the domain of the Minister of Public Works. 

Audits Find Financial Irregularities in Peru’s Water for All Program

PERU, LIMA (OOSKAnews Corre...) — Peru’s Comptroller General’s office on February 1 announced that it had found financial irregularities in projects carried out as part of the country’s Water for All program. 

The comptroller general said audits carried out from 2009-2011 had revealed potentially illegal activities by 45 former officials and managers of companies responsible for water projects. 

Saltillo Utility Accused of Illegally Raising Rates, Not Delivering Public Works

Mexico, SALTILLO (OOSKAnews Corre...) — The Saltillo Association of Water Users is accusing the city’s partially private water utility, Aguas de Saltillo, of breaking the law by raising rates and not carrying out sufficient investment in public works.

Groups Warn of Environmental Risks in Paraguay River Basin

Brazil, CAMPO GRANDE (OOSKAnews Corre...) — A group of environmental organizations at the beginning of February launched a new report on ecological risks in the Paraguay River Basin. 

The document was prepared for World Wetlands Day on February 2 by the Nature Conservancy, WWF-Brazil, and the Pantanal Research Center in Brazil’s Mato Grosso do Sul state.

QUITO (Local Press Report) — The world’s second largest oil company, Chevron Corporation, has filed an appeal seeking review by Ecuador’s National Court of Justice of local and appellate court decisions holding the company liable for $18 billion USD for pollution of the Ecuadorian Amazon by Texaco Petroleum from 1964 to 1992.

Peruvian Government Seeks Resolution to Tacna Mining Dispute

LIMA (Local Press Report) — President Ollanta Humala is expected to meet with authorities from southern Peru’s Tacna region in an attempt to resolve concerns about the mining sector’s use of water. Prime Minister Oscar Valdes said the meeting is expected to occur within the next 15 days and will be held at the government palace, the government said.

Poor Water Quality in Neuquén Shuts Down Cutral Co System

Argentina, BUENOS AIRES (OOSKAnews Corre...) — The Cutral Co water supply system had to shut down water intakes at the end of January because of excessive turbidity in the Neuquén River. 

The provincial drinking water and sanitation company, EPAS, detected the turbidity problem in Cutral Co and Plaza Huincul.

Audit Shows Jalisco Utility Misused $47 Million USD

GUADALAJARA, Mexico (OOSKAnews Corre...) — An audit of Jalisco state’s Intermunicipal Water and Sewerage System (SIAPA) has found the agency misused $47.3 million USD.

The audit was part of an investigation into SIAPA launched after it was discovered in May 2011 that officials had diverted part of a $94.4 million USD loan provided by the Inter-American Development Bank (IADB), Informador newspaper reported. 

La Paz Needs $50 Million USD to Restructure Public Water Company

BOLIVIA, LA PAZ (OOSKAnews Corre...) — La Paz will need $50 million USD to restructure public water and sanitation utility EPSAS, according to the city’s mayor, Luis Revilla.

In a radio interview in late January, Revilla said that amount included the cost of renovating the city’s sewage and drainage system. 

Guerrero State Uses Constructed Wetlands for Wastewater Treatment

Mexico, CHILPANCINGO (OOSKAnews Corre...) — The head of Mexico’s National Water Commission (Conagua), José Luis Luege Tamargo, inaugurated the Lado Sur de Buenavista de Cuellar wastewater treatment plant in Guerrero state.

The plant uses innovative technology developed in Mexico that imitates natural conditions to clean water, according to a Conagua statement released in late January.

Drought “Worse Than Expected” in Parana

CURITIBA (Local Press Report) — The drought situation in Brazil’s Parana state is “worse than expected,” according to experts. Parana is a leading corn and soybean-producing area. Farmers are estimating significant losses, and recent rains have not been sufficient to replenish soil moisture.

Man Arrested for Stealing Ice From Glacier

SANTIAGO (Local Press Report) — Police in the southern Chilean city of Cochrane arrested a man who attempted to steal over five tons of ice from the Jorge Montt Glacier, 1,700 kilometers south of the capital, Santiago. Police think the ice was to be sold to Santiago bars for mixing cocktails. The driver will most likely face charges of theft and damage to the nation’s cultural heritage, they said.

Fifty Municipalities Face Critical Water Shortages

SANTIAGO (Local Press Report) — Chilean Minister of Agriculture Luis Mayol announced last week that the water storage situation in 50 municipalities in the country is critical. He said that the problem of water in agriculture has been historic, but now it has worsened due to a three-year drought.

Chile Drought Likely to Continue

SANTIAGO (Local Press Report) — Chile’s water situation has reached critical levels, with normal levels of rainfall not expected until June, according to Universidad de Chile agroclimatology professor Fernando Santibáñez. IADB Lends $2 Million USD for Water Assistance Program

The project will start a credit and technical assistance program for communal water projects throughout the country.

Calderón vowed that no one will die from lack of food or water.
