BISHKEK

Low water levels in the Toktogul reservoir could have a negative effect on agriculture in neighboring Uzbekistan's Ferghana Valley. An unusually cold winter led to higher than normal electricity consumption in Kyrgyzstan, which in turn meant all hydroelectric stations, including Toktogul, had to work at full capacity.
