Agreement Allows Mexico to Bank Water From Colorado River

 U.S. Secretary of the Interior Ken Salazar and Mexico's Environment and Natural Resources Secretary Juan Rafael Elvira Quesada in late December announced they had ratified the United States-Mexico International Boundary and Water Commission’s “Minute 318,” an agreement that lets Mexico defer receiving as much 320 million cubic meters of water from the Colorado River.
