MOSCOW, Russia

In a public conference call held with President Vladimir Putin on July 18, Igor Sechin, head of Russian oil company Rosneft, announced a $700 million USD project to upgrade the Komsomolsk refinery, one of the country’s largest oil infrastructure plants in the country’s far eastern region.
