Pakistan needs to move from traditional, structural measures to a more holistic approach to flood control, in order to avoid a repeat of the devastating Indus River floods of 2010, which killed 1,600 people and cost the country some $10 billion USD in damages, according to a new study by the Asian Development Bank (ADB).
