XALAPA, Mexico
Flooding from heavy rains in Mexico's Veracruz state on November 11th caused a crude oil spill from a storage tank in the Pajaritos Terminal of Maritime and Port operations in Coatzacoalcos, and forced Petróleos Mexicanos (Pemex) to activate an emergency plan for the Minatitlán Refinery.
