BISHKEK, Kyrgyzstan

Dastan Sarygulov, a Kyrgyz businessman and politician who currently heads think tank Nur, said it is not drought, but excessive withdrawals that are to blame for the low water levels in the country’s Toktogul Reservoir on the Naryn River.
