Zimbabwe Moves to Unbundle National Water Authority

HARARE, Zimbabwe

The Zimbabwean government is finalizing plans to unbundle the Zimbabwe National Water Authority (ZINWA) to create a commercial entity for generation and supply of water and an independent regulator to oversee the sector.State media quoted Tinayeshe Mutazu, director of water resources planning and development at the water ministry, as saying the plan will be implemented in two phases, beginning with creation of the Water and Wastewater Authority before full commercialization of ZINWA, currently a wholly government-owned agency."ZINWA currently performs certain functions such as the issuing of permits and licensing of water sector players, yet they also have a division which directly competes with the same players, leading to many complaints,” Mutazu said earlier this week...
