NAIROBI, Kenya

Multinational Tullow Oil is continuing negotiations to secure a water rights deal with officials of Turkana County in northern Kenya, for Kenya's first oil project, with a final investment decision expected by the end of the year. Tullow requires water for oil drilling and production, but a water extraction permit could again become a source of tension between the company and local communities in a region vulnerable to drought.
