Trump Administration Blames Homeless For California Water Woes

A 26 September letter from the US Environmental Protection Agency (USEPA) to the Governor of California cites the agency’s concerns with the state’s slack enforcement of the US's Clean Water Act and appears to blame the state’s large homeless population, and in particular the city of San Francisco, for a variety of violations of the legislation.
